Educational and cultural projects as the foundation of a successful language policy in modern Russia (on the example of monolingual subjects of the Russian Federation)

Abstract

The article examines the impact of the largest and most prominent educational, cultural
projects and awareness-raising activities on the success of the domestic language policy in
the 21st century in a number of monolingual subjects of the Russian Federation. The issues of preserving the purity of the language, increasing the general
literacy level of the population and the culture of speech can be
successfully addressed through the support and promotion of a
number of well-known and newly created educational and cultural
projects, in particular, various modern Internet resources. Russian
language, which is the state language of the Russian Federation, the
native language for the majority of the population of monolingual
subjects of Russia, which plays an important role in the international
arena, should be of interest not only for studying in schools and
universities. Many interesting projects, gaining popularity in the
regions of Russia, have become tools for the involvement of broad
groups of the population in the issues of language and culture in
the 21st century. However, in studying the impact of the educational
and cultural activities discussed on the language policy of Russia
in its monolingual entities, the authors conducted a survey among
different population groups. More than 5,000 respondents between
the ages of 18 and 82 from 47 subjects of Russian Federation took
part in the survey. The study showed that many respondents were
aware of the above-mentioned projects, but did not take part in
them due to a lack of comprehensive knowledge. The population
of the monolingual subjects of Russia, especially young people, has
drawn attention to the need for synergetic humanitarian projects,
aimed not just at learning the Russian language, but at exploring its
connection with history and culture. The authors are developing
a unique project “RuLi” (“Russian Linguist”), which will make it
possible to study the Russian language in an attractive form on the
basis of a new Internet portal against the background of historical,
socio-political and cultural events of the past and present.
